In July 2021, The Netherlands Vietnam Horticulture Business Platform (NVHBP) và The Science – Technology Development and Innovation Center (ISC) had signed a Cooperation Agreement for the period of 2020-2025.

NVHBP is a Dutch legal entity, established based on a Memorandum of Understanding signed with the Department of Crop Production – Ministry of Agriculture Agriculture and Rural Development of Vietnam on April 10, 2019.

The Platform was established with the purpose of connecting the two governments, research institutes and companies and enterprises in the field of horticulture of the two countries, from seed production, cultivation, post-harvest management, processing, storing and distributing fresh flowers, ornamental plants, vegetables and fruits.

ISC was established under Decision No. 1025/QD-UBND dated April 20, 2020 of the City People’s Committee. Hai Phong on the basis of merging Hai Phong Technology Exchange with the Center for Application of Science and Technology Advancement.

The Center has the function of serving the state management of Hai Phong Department of Science and Technology in research, application, development of the science and technology market, and innovative start-ups; providing services and public non-business services in terms of research, application, deployment, technology transfer, development of science and technology markets, and promotion of innovative start-up ecosystems.

The parties agreed to:

  1. Cooperate in updating and exploiting the information and technology database system related to horticulture.
  2. Exhibit technological products of NVHBP’s members on the Online Technology and Equipment Exchange of ISC.
  3. Co-organize exhibition activities, consulting services, match making on horticultural technology and equipment ((
  4. Organize training courses on agricultural science and technology. Organize visits, market survey, exchange experiences on agricultural science and technology, principles and methods of sustainable farming, renewable energy, circular economy, food safe and social responsibility.
